From managing budgets and grants to tracking aircraft registrations, facilities inspections and more, TADERA’s Airport System Managment Module (ASM) helps state departments of transportation navigate the complexities of administering its airport system by consolidating separate applications and digitizing manual processes. ASM helps transportation and airport leaders to consolidate and manage data, track and report the real-time status of public and private aviation facilities. In addition, ASM provides a more comprehensive airport safety inspections module, aircraft registration, project management, capital infrastructure and development funding, and fiscal financial planning. 

Within ASM, users can select from three major system areas: Facility Data, State System Data, and Utilities. Each area is comprised of a variety of modules and features that support the core mission of state aviation agencies. ASM’s modules share a common database, so that data in one module is shared across other modules. This structure eliminates data duplication and manual data entry errors which often occur with separate data sources. At the same time, the modules are designed to be compartmentalized so each module operates independently from the others. This is designed to reflect the typical separation of responsibilities within an agency, which supports efficient and effective establishment of business roles and responsibilities and segregation of duties within the application. Track Funding Sources and Projects

With ASM, users can keep track of funds that have been received and allocated to certain capital improvement projects.  

Facility / Statewide Capital Improvement Plans Module: Enables facilities sponsors from multiple airports can request funding for capital improvement projects. They can provide general project information, desired funding, and other needed documentation, as well as a priority rating. The module includes triggers and role notification to move projects through the funding approval process. ASM includes features for contracts, entitlements, block grants, and expenditures. 

Grants Management Module: Submitted applications are reviewed by the state, in order to keep track of eligible and requested funding amounts, as well as project activities and funds that were allocated toward different grants.  

Track Information and Activity on Facilities and Inspections

Document Library: a repository of documents, images, maps, and graphics for easy access to airport users across the system, or to state system users only. 

General Facility Information module: System leaders can track information associated with specific facilities, including associated identifiers, contacts, and categories. This module includes a library to upload client-specific certificates and reports, so users can easily create applications and licenses. 

Facility Inspections Module: Displays facility specific inspection data that is synchronized with FAA inspections. Users can import current NASR data, make changes, and save desired data to the ASM application.  

Track Airport and Aircraft Activity, as well as Aircraft Registration Data

Aircraft Registration Module: Users can track aircraft registration fees using data that is populated in the Utilities module, along with the available aircraft makes and models. Fee types are configured in the Utilities module, and are highly configurable based on a state’s fee structure. Calculations are added to the application in the initial set-up along with the workflow for maintaining registration data such as license, aircraft, owner, insurance, and accounting. Additional features for Aircraft Registration are: 
  • Dealer and fleet registration

  • Online payment portals for existing & new registrations 
  • Paperless invoicing and certificates 
  • Monthly and yearly renewal processing 
  • Import of FAA aircraft registration data 

Based Aircraft Survey / FAA Data Import: authorized users can enter facility-based aircraft data to track the N-Number, Make, Model, Type and Owner information and populate a certification for the state level. The FAA Data Import allows the user to gather Aircraft Registration data and filter to the state’s needs then importing the data directly into ASM. 

Airport/Aircraft Activity: displays the Inspection and Terminal Area Forecast (TAF) data for the facilities including Based Aircraft, Cargo, Operations, and Passenger data. FAA data can be imported, and state-based aircraft surveys can be generated. 

Aeronautical Studies/7460: Authorized users to track FAA Study numbers and all required data for the 7460 reports. The user can analyze runways within a declared distance and see the results of each included runway surface. Analysis can also be run on nearby notices and nearby facilities to be included in desired documents and letters. Additional features of the aeronautical studies module are invoicing and deposits for accounting.  

Statewide Airport Licensing: ASM users can license facilities and airport activities. Contact, licensing, and payment data tracking are included in the module along with the generation of applications, licenses, and letters. 

Case Study: Michigan Department of Transportation Uses ASM for Data Storage, Facility Tracking, and Aeronautical Studies

The Michigan Department of Transportation (MIDOT) found that their existing system could not accommodate their growing data storage and facility tracking needs. They also wanted a GIS solution to help analyze potential hazards to the airways and store the details of each analysis in relation to the airports across the state. They determined that ASM met most of their business process needs. TADERA also designed an Aeronautical Studies module for MIDOT, allowing staff to quickly analyze tall structures for potential obstruction to the FAA Part 77 airspace. The Aeronautical Studies module allows users to track all FAA Form 7460 data elements, including the proponent contact information, type of structure, GPS coordinates, height, and nearest city and public use airport. ASM uses these data elements in conjunction with the integrated GIS engine to assist staff in identifying pre-existing structures within a given radius of any proposed new structure. This information allows airports to consolidate equipment on existing towers and reduce the number of structures throughout an area.  

The ASM application also allows the staff to reap the benefits of the web-based system which provides state and regional aviation departments the capability to produce licenses, track grants, collect facility inspection data, and transmit that inspection data to the Federal Aviation Administration through integration with the FAA’s 5010 Inspection system.
